Navigating Landed Renovation Rules & Regulations
Renovating a landed home isn’t just about aesthetics; it’s about compliance. In Singapore, failing to follow URA and BCA guidelines can lead to heavy fines or a "forced teardown" order. At Cosmos Decor, we handle the red tape for you.
Here are the critical areas you must pay attention to before starting your project:
1. The "50% Rule": A&A vs. Reconstruction
The scope of your renovation determines which permits you need.

Additions & Alterations (A&A): If your renovation is minor and you retain more than 50% of the existing structure (including walls, floor slabs, and columns) and do not increase the Gross Floor Area (GFA) by more than 50%, it qualifies as A&A. This is generally faster and cheaper to approve.

Reconstruction: If you replace more than 50% of the structure or add a new storey, it is legally classified as "Reconstruction." This requires stricter compliance, including the mandatory installation of a Household Shelter (Bomb Shelter).
2. Envelope Control Guidelines
Since 2015, URA has used an "Envelope Control" system to manage the height and volume of landed houses.

Height Limits: For a 2-storey zone, the maximum building height is 12 meters. For a 3-storey zone, it is 15.5 meters.

Mezzanines & Attics: These must fit within the allowable 3D "envelope" of your property. If your attic protrudes beyond the envelope, your plans will be rejected.
3. Setback Requirements (Boundary Rules)
You cannot build right up to your neighbor’s fence. URA mandates specific "setbacks"—the distance between your house and the boundary line:

Front Setback: Usually 7.5m from the road (varies by road category).

Side & Rear Setbacks: Typically 2m for most residential landed plots.

4. Engaging a Qualified Person (QP)
For any structural work, you cannot simply hire a contractor. You must legally appoint a Qualified Person (QP)—either a Registered Architect or a Professional Engineer (PE).

5. Neighbor Relations & Pre-Con Surveys
